David is board secretary for the Global Warming Mitigation Project. He is chief counsel at the Niskanen Center and one of the country’s leading climate lawyers. He has advised states on their greenhouse gas (GHG) regulatory authority, led efforts on federal GHG legislation and regulation, and may be the only person ever invited by both Barbara Boxer and James Inhofe to testify before the Senate on these issues.
